The gunman who killed three people who were outside a Target store in Austin, Texas, on Monday was identified by police on Tuesday as Ethan Nieneker. He had prior arrests for criminal mischief, driving while intoxicated and assaulting a household member.
Mr. Nieneker, 32, was charged with first degree murder and capital murder. One of those charges said a victim in the shooting had been under 10 years old.
Mr. Nieneker opened fire in a Target parking lot, then stole a succession of cars before he was apprehended, local police officials said.
